Chapter 13 deals with the authorisation procedure, scope and the register. Next to a comparison of ECSPR to other European regulatory frameworks (MiFID II, PSD 2) the Chapter gives an overview on who must apply, where and how to receive an authorization as crowdfunding service provider (CSP). The Chapter analyses the required content of the application letter and related requirements for obtaining the authorization. In particular, the Chapter links the ESMA-RTS with the respective requirements according to Art 12(2) letters a) to r). This Chapter also deals with cases in which CSPs wish to extend their crowdfunding authorisation to additional crowdfunding services and/or wish to provide also other services requiring a different licence, which they might already hold or not. In addition, the application process itself is outlined (with regard to procedure, timing, consultation of other authorities etc). The Chapter closes with an overview on the ESMA-register for CSPs.
