Chapter 2 is focused on the transitional justice citizen as a rights bearer. Drawing on policy documents and transitional justice reports, as well as the relevant scholarship in the field, the chapter deconstructs the global norm of transitional justice, the elevation of certain expertise and experts in transitional justice policy and practice, and how struggles for justice intersect with framings of the transitional justice citizen as a passive individual in need of protection from a series of transitional justice experts and entrepreneurs.
