Chapter 3 The citizen as duties bearer: participation, outreach and consultation

Chapter 3 is focused on the transitional justice citizen as a duties bearer. Drawing on policy documents and transitional justice reports, as well as the relevant scholarship in the field, the chapter deconstructs participation, outreach, and consultation practices of transitional justice with a particular focus on agency. The promises of such victim-focused initiatives are found to be limited, and instrumentalised, and a tension is described between framings of individual victims and perpetrators and the promise and power of collective claim-making.
