ARTICLE 20 CRIMINALISATION OF ACTS RELATING TO TRAVEL OR IDENTITY DOCUMENTS
Open access

This chapter presents Article 20 of the CoE Convention against Trafficking, which deals with the criminalisation of acts relating to travel or identity documents. The criminalisation of certain acts in relation to travel or identity documents as criminal offences when committed to allow trafficking in human beings should help identify channels through which false documents pass and lead to the criminal networks engaged in trafficking in human beings. The chapter begins with a short introduction, generally providing an overview of the main issues covered by the chapter. It then reviews the drafting history or preparatory work of the provision; provides a comparative analysis of this provision in the context of other international or regional legal instruments focused on human trafficking; and finally discusses issues of interpretation.
