ARTICLE 36 GROUP OF EXPERTS ON ACTION AGAINST TRAFFICKING IN HUMAN BEINGS

This chapter presents Article 36 of the CoE Convention against Trafficking, which establishes the ‘Group of experts on action against trafficking in human beings’ as an independent expert monitoring body to the Convention. The Article forms part of the Convention’s Chapter VII on the ‘Monitoring mechanism’, which should be read in conjunction with Article 37 (Committee of the Parties) and Article 38 (setting out the country evaluation procedure). The chapter begins with a short introduction, generally providing an overview of the main issues covered by the chapter. It then reviews the drafting history of the provision; provides a comparative analysis of this provision in the context of other international or regional legal instruments focused on human trafficking; and finally discusses issues of interpretation.
