Financial services constitute one of the most important sectors of the European economy and this is increasingly reflected in the Commission's decisions under the Merger Regulation. The Commission has prohibited two mergers in financial services and found competition problems in a number of cases, resulting in increasingly complex remedies with strict purchaser criteria or, occasionally, up-front buyer requirements. However, it still remains the case that the vast majority of transactions do not give rise to significant competition concerns, as leading firms are often only strong in particular Member States, including their home market, and as such cross-border mergers rarely lead to significant overlaps between the activities of the merging parties.
