The 2015 Payment services Directive (PSD2) is one of the leading pieces of legislation in the European framework for financial services overall, yet despite the directive's relevance the scholarship on the PSD2 - as well as on the process of constructing the internal market for payment - is more than modest. Therefore, this Commentary timely fills an obvious lacuna in the existing scholarship, examining both the origins and effects of the PSD2. The Commentary is divided into Part I, which analyses the legislative provisions, and Part II which turns to the PSD2 implementation experience in selected EU Member States, in addition to the United Kingdom. Departing from a traditional approach in normative analysis that typically entails an ‘article-by-article’ commentary, this Commentary opts for a more systematic approach, allowing greater analytical flexibility and scope.
