This chapter analyses Title IV on the rights and obligations of both provider and user in the payment service contract, focusing on the _Common provisions_, set out in Chapter 1, from article 61 to article 63 of PSD2. This is a heterogeneous group of legal rules basically covering three aspects: (i) the scope of Title IV; (ii) the system of service charge allocation between the payment service user and the payment service provider as well the payer and the payee; and (iii) workable derogations for low-value payment instruments.
